Regeneration of Tottenham Hale

Briefing on regeneration provided by Haringey Council

Haringey Regeneration Team answered some questions on the regeneration of the Ferry Lane / Tottenham Hale area raised by FLAG:

1. What is the timeline for the remaining construction works in Tottenham Hale vicinity, including the recently demolished corner opposite the health centre?

  • Ferry Island: Related Argent’s mixed use development; completion of various phases in between March 2026 and October 2026. 
  • 33 The Hale: Student accommodation opposite the Health Centre; demolition undertaken in Nov./Dec.2025; construction commenced in January 2025; completion is planned for Summer 2027.
  • Ashley Road: The Council is not aware of an agreed timeline for the development of the Notting Hill Genesis sites (Ashley House and Cannon Factory) or Berkeley Square Developments (Berol Quarter) but continue to engage with the parties delivering these sites.
  • Ashley Rd.Depot: this Council development of 275 new Council homes on the north edge of Down Lane Park is progressing at pace; it includes new pedestrian and cycling routes across the site to the Park, secure cycle parking for residents and additional visitor cycle parking on new streets, commercial space e.g. café, public improvements on Ashely Rd. and new artwork produced with children from Trinity, Harris Academy and Mulberry Schools; the first phase of 91 homes is due to be handed over in May, with the other phases to be handed over in Oct.2025 (114 homes) and Feb.2026 (65 homes).

 

2. What is being done to address the major congestion issues in Tottenham Hale station, which are only going to get much worse as remaining buildings are completed?

The Council recently facilitated a strategic workshop with Transport for London (TfL), Greater London Authority (GLA), and Places for People (TfL’s property development company) to discuss strategic improvements to the station and its environs to support the continued development of a sustainable town centre. We continue to engage with TfL and other partners to develop a plan to address these issues.

 

3. What is the status of Cross Rail 2 proposals, as they informed the high-density development decisions around Tottenham Hale?

  • In October 2020, as part of the Transport for London Funding Agreement, a decision was made to pause further work on the design and development of Crossrail 2. The work undertaken so far was fully documented so that the project can be restarted when the time is right.
  • TfL continues to manage the Crossrail 2 Safeguarding Directions on behalf of the Secretary of State for Transport and continues to work with stakeholders whose developments are affected by the Safeguarding. This is to ensure the route can be protected until such time as the railway can be progressed.
  • TfL and Network Rail continue to monitor the flow of passengers at Tottenham Hale station and respond to any planning applications to assess capacity related to growth.

4. What is the situation with the unoccupied retail units around Tottenham Hale and in the Hale Village tower and what pro-active measures is Haringey taking? We have seen more success in neighbouring Waltham Forest.

Commercial units around Tottenham Hale, including at Hale Village are marketed and managed by the owners and operators, rather than the Council.  However, the Council is working to enhance the attractiveness of Tottenham Hale for location of commercial investment through (a) enhancing the accessibility and quality of the area, (b) supporting businesses and entrepreneurs, particularly those from the local area, (c) working towards greater co-ordination of estate management across Tottenham Hale.

 

5. Are there still plans for a cinema in Argent towers?

Delivery of a cinema remains one of the options for the space at ground and basement level in Building 1 adjacent to the Bus Station. Although other options can and may be delivered at this location, the Council is engaging with Argent to monitor progress in seeking to identify a suitable cinema operator.

 

6. When will the works to Park View Road be completed?

The works to Park View Road close to the junction of Monument Way are now substantially complete, and the road has been reopened.  Final resurfacing works will be undertaken as night works during March, to be completed towards the end of the month.

 

7. Are the works to Down Lane Park now completed and can the new facilities be better publicised for Ferry Lane residents?

The landscape works in the northern part of the Park are now substantially complete, including a new play area, open air gym, benches, soft planting, sustainable drainage and new paths.  The Park is fully open to the public, with remaining minor works to be undertaken in the Spring when the ground is drier. The changes to the southern part of the Park, including the community building, are currently being reviewed. We are exploring ways that the Park can be better promoted and would be happy to work with you on how we could do this collaboratively.

 

8. Can we have a planning update on the vacant land at Hale Village?

  • The vacant land at the rear of Hale Village forms part of the approved Hale Village masterplan.
  • The various consents (in particular planning permissions HGY/2006/1177 and HGY/2009/1105) include this part of the site becoming a green landscaped area, also known as an ‘Eco Park’.
  • A number of temporary consents were granted for use of the land to accommodate portacabins for the Doctors’ surgery and a contractors’ car park.
  • The Council received another application in 2024 (HGY/2024/0399) to extend the temporary planning permission for the carpark for a further 3 years, to facilitate upgrading / re-cladding of buildings with fire retardant cladding.
  • A 3-year temporary consent has been granted to allow the full extent of the works to be completed.
  • One of the conditions of the consent is that upon expiry of the temporary consent, this part of the site is to be developed in accordance with the Hale Village masterplan consents which includes the Eco Park.
