Who can park on Jarrow Road?

There is a section of Jarrow Road near the bus terminus which is pay to park. You need the Ringo app.

How do I make a building insurance claim because of damage?

This is the link for anyone who needs to make a building insurance claim because of damage. It includes  details of the Council’s insurer, policy reference numbers, how to make a claim and the policy documents. What is this programme?

Haringey Council is carrying out a fire door replacement programme across Ferry Lane and other estates following updated fire safety rules after Grenfell.

The programme may include:

  • flat entrance doors;
  • communal fire doors;
  • some cupboard/riser doors.

When will the works happen?

The Council has advised that works across Ferry Lane are expected to take place during:

2027–2028

The exact timeline for individual blocks has not yet been confirmed. The Council has advised that the current programme may still change depending on future surveys and procurement.

Does my door need replacing?

Not necessarily.

The Council has confirmed there are two stages:

Stage 1 – Location check

The Council has already identified which flats require a fire-resistant door based on the location of the flat and the building escape routes. Please find the list here: Ferry Lane doors

If your flat is on this list, it means:

  • your door needs to be fire-safe because of its location in the block;
  • but it does NOT automatically mean your door will be replaced.

Stage 2 – Door quality survey

The contractor will then inspect the actual door itself to decide whether it meets the required fire safety standard (FD30).

The Council has stated that:

  • doors found not to require replacement will not be charged anything, including the survey cost;
  • doors requiring replacement will be charged to the leaseholder.

How much could it cost?

S20 notices issued to leaseholders currently show estimated costs of around:

£2,000–£2,600 per flat

This includes:

  • surveys
  • removal of the old door
  • installation
  • making good
  • asbestos checks around frames
  • guarantees and defects period
  • management fees

This is the maximum amount leaseholders can currently be charged under the notice. The final cost may end up being lower.

The estimate may also include a share of some ground floor cupboard/riser doors. Leaseholders have asked the Council to clarify:

  • whether these doors actually need replacing; and 
  • whether leaseholders should be paying toward them, particularly where the cupboards are not used communally. 

Tender information inspected by leaseholders showed contractor costs of around £1,700 per individual door.

How are costs divided?

The Council has stated that costs are apportioned using the “bedrooms plus one” formula set out in the lease for each flat.

 (Total Cost for the Building / Total Bedrooms in Building + 1 per Flat )  ×  (Bedrooms in Your Flat + 1)
   

In simple terms:

  1. The total cost for the block is divided by the total number of bedrooms in the building, plus one extra point for each flat. 
  2. Your share is then calculated based on the number of bedrooms in your flat, plus one. 

For example:

  • a 1-bedroom flat counts as 2; 
  • a 2-bedroom flat counts as 3; 
  • a 3-bedroom flat counts as 4. 

A management fee is then added on top. This means leaseholders are charged a proportion of the total building cost rather than the exact cost of their own individual door.

Is there a payment plan?

Yes.

Haringey Council offers:

  • a 5% discount if the bill is paid in full within 60 days; or 
  • an interest-free payment plan over 3 years for bills in the estimated range currently expected for these works

What questions have FLAG asked?

  • how doors are assessed;
  • whether surveys are independent;
  • whether repair or upgrade is possible instead of replacement;
  • how costs will be calculated;
  • whether the procurement achieved good value for money;
  • why only one compliant bidder remained after procurement;
  • whether current doors have actually been assessed before replacement decisions are made.

How do I report a problem with a canal boat?

A. You can contact the Canal and River Trust enquiries.londonsoutheast@canalrivertrust.org.uk Take the boat number and name and write a log. If it’s a smoke issue then Pollution@haringey.gov.uk

If you experience smoke disturbance between 9am and 5pm Monday to Friday you should email the duty officer via asb.enforcement@haringey.gov.uk.

I’m worried about a neighbour’s mental health?

A. If you or someone else has an urgent mental health need, you can get help from the Crisis Resolution and Home Treatment service (CRHT) (external link). The CRHT service provides an urgent outreach service within 4 hours, for those at risk of psychiatric hospital admission 24 hours a day, seven days a week, wherever people are at the point of referral eg GP surgery, A & E, or in their own homes. What I can recycle and which bin to put stuff in?

In the recycling bins (individual or communal) you can put:

Please don’t put anything else in the recycling bins or you may contaminate them and then the whole bin contents have to go to incineration or landfill.

What about the food bins?

Do I need to keep my dog on a lead?

Yes, dogs must be kept on a lead while on the estate and must not go into play areas. https://www.haringey.gov.uk/housing/council-tenants/rights-and-responsibilities/pets Dogs do not need to be on a lead on the towpath nor on Tottenham Marshes. In Council Parks dogs must be under control.

How do I know if I have asbestos in my home?

The estate was originally built by the Greater London Council – not by Haringey. The houses in Erskine Crescent and Jarrow Road were sold on the open market; Haringey would not have any records of them, so they are not referenced in the attached paperwork. However, FLAG would assume that the construction was very similar in terms of materials to the houses in Yarmouth Crescent. The rest of the estate was handed over to Haringey in the mid 1980s.  
 
In 2013 Haringey replaced all the tiles on the outside of their properties, i.e. all flats and the houses which they still owned. The original tiles did have asbestos in them. Houses which were sold before 2013 and have the original tiles will have asbestos – though not a problem if left alone.
 
Some of the water tanks in the flats were removed as part of a programme dealing with the district heating system (pre 2013) and specialist contractors were used. This was done where it was straightforward to remove them without damage. Where the tanks were situated somewhere it would have been necessary to demolish them to get them out, they were left in place but were covered in a foam material (which then hardened) so ensuring they could not be damaged in any way and were safe.
 
The 1985 report below was prepared by Haringey in response to a report from the London Hazards Centre. The residents association (pre FLAG) had asked them to do this because of concerns about asbestos.

Having FLAG & the WhatsApp group is really helpful to know what’s going on around Ferry Lane but also to help out when something arises. I first came across FLAG when I mentioned to a neighbour I’d run out of parking permits - she suggested the group & within an hour someone had dropped me off a permit! I walk my dog every day on the tow path & FLAG gave me a litter picker as I mentioned I was going to buy one. Both FLAG and the WhatsApp group really do add positively to living on the estate
